We are looking for a Human Resources Generalist to handle a wide range of HR-related duties at the professional level with a focus on: compliance, HRIS, budgeting and performance management.  This person will support the goals of the HR/OD department by ensuring integrity, responsiveness and value added services to all employees. 

ESSENTIAL DUTIES AND RESPONSIBILITIES will include, but are not limited to, the following:


  • Ensures compliance with all applicable federal, state, local and Rural Utility Service requirements by governing each area of Organizational Development and advises management of changes that affect NOVEC.
  • Develops and maintains affirmative action program, files EEO-1 report annually, maintains other records, reports and logs to conform to EEO regulations.
  • Collects and compiles budget data to assist in the development of labor, staffing and departmental budgets and tracks on an on-going basis.
  • Works with the Corporate Training & QA Coordinator to administer NOVEC's apprenticeship programs. 
  • Communicates with employees regarding policies and procedures while providing counsel to management to maintain a productive and positive work environment.
  • Assists with NOVEC's recruitment efforts and initiatives. 
  • Handles and maintains integrity and confidentiality of highly sensitive human resource and management information records.
  • Performs other related duties as required or assigned for the effective operation of the department.


  • Assists with managing the administration of the Human Resource Information System, working closely with other departments, to identify, recommend, develop, implement and support effective solutions aligned with policies, procedures and best practices.
  • Maintains employee data and processes changes such as terminations, transfers, promotions, progressions, etc. 
  • Creates and maintains standard and custom reports to meet the requirements and needs of the OD/HR department and other staff within the company. 
  • Performs regular audits to ensure data integrity. 

Performance Management:

  • Responsible for the administration and coordination of NOVEC's Performance Management programs to include reviews, base pay increases and incentive pay.
  • Ensures all employees are properly trained to use tools and resources for effective performance and development evaluations while providing counsel and support to managers for performance development and improvement processes. 
  • Assists the Supervisor/Manager with evaluation of jobs, pay grades, compensation surveys and analysis of performance management systems and processes.


EDUCATION AND/OR EXPERIENCE:                                               

Bachelor's degree in Business Administration, Human Resource Management or a related field is required or equivalent combination of education and experience. Three or more years of HR experience to include HRIS and performance management is required. SHRM or HRCI certification preferred.  Experience in a unionized environment helpful. 



  • Strong organizational, planning and project management skills.
  • Strong mathematical skills and knowledge of generally accepted accounting principles.
  • Must be detail oriented, dependable, and reliable in completing assignments and communicating with internal and external customers.
  • Ability to function independently in a multi-task environment, as well as part of a team.
  • Knowledge of all company policies and procedures, as well as all applicable federal, state and local laws.
  • Proficiency with general computer operation and Microsoft Office applications.
  • Excellent verbal and written communication skills, including the ability to present data in an organized and approachable manner.
  • Excellent interpersonal and presentation skills.
  • Ability to anticipate and meet rapidly changing customer and business needs by quickly refocusing and realigning strategic and operational direction.
  • Ability to coach employees and management regarding complex and difficult issues.
  • Ability to research and analyze various different types of data.
  • Ability to make recommendations to effectively resolve problems or issues, by using judgment that is consistent with standards, practices, policies, procedures, regulations or government law.
